Landonline Release 3.1 update for conveyancers

The journey to 100% e-lodgement is almost complete, with Release 3.1 enabling you to complete the majority of your work by e-dealing.

Key Changes

The key changes being introduced in Release 3.1 are:

  • seven new Template instruments
  • 177 Image Only instruments will be e-capable, allowing more dealings to be submitted via Landonline
  • pdf files will be able to be attached to instruments and automatically converted to tiff
  • introduction of New Title process will allow you to lodge your complex subdivisions via e-dealing

Example Instrument

Below is an example of a Caveat screen. We have kept the process of completing a Caveat by e-dealing as similar to the paper environment as possible, to help you be prepared for 100% e-lodgment.

A Select which Caveat Type.

B Select the Caveat of.

C The application will pre-populate the instrument with the Registered Proprietor's details that are held on the title.

D To enter the Caveator's full name simply click in the empty line provided and type.

E You can add or delete Caveator's if you need to by using the Add and Delete buttons on the right.

F State the relationship between the Caveator and the Registered Proprietor in this field.

G If there are any exceptions to the Caveat, enter the details here.

H Enter the Caveator's address details here, including the postcode. This is a compulsory field.

I Enter the Registered Proprietor's address details here, including the postcode.

J Now Pre-validate and Preview the instrument.

K Finally Save & Close the Caveat screen.


Non e-capable instruments

While the majority of conveyancing work will be e-capable once Release 3.1 goes live, 125 instruments (3% of total instruments) will still require lodging in the paper environment. These exceptions to 100% e-lodgement include instruments such as Court Orders, which cannot be submitted online as the originals need to be seen by LINZ staff. A full searchable list of instruments will be made available so you can see which ones are e-capable and which are not.

New functionality for attaching images

Release 3.0 introduced the ability to attach tiff images to instruments. Release 3.1 will enhance this function by also allowing pdf files to be attached to instruments. Landonline will automatically convert any pdf files into tiff. Jpgs and Word documents will still need to be converted to tiff using the print-to-TIFF driver.

New registration methods

Currently we have two methods to register your e-dealing; they are Auto Reg and Lodge. Release 3.1 will introduce new registration methods, Lodge with Template and Lodge with Image Only.

Lodge with Template means instruments can be lodged using e-dealing as a Template. Essentially this is what you do now; you go onto e-dealing and fill in a 'form' or Template.

Lodge with Image Only means you can submit a dealing by simply attaching the documents you need to your instrument.

Below is a screen shot showing the new Image Only screen. As you can see, this screen is similar to the Add Image screen introduced in Release 3.0.

Release 3.1 Presentation

To prepare you for Release 3.1, LINZ and NZLS Property Law Section representatives are travelling the country in September and October 2008 discussing the new e-dealing functionality. Firms are encouraged to attend to ensure they are prepared for 100% e-lodgement in March 2009.

Previously the only option available was the Select button. When the screen displayed it did not have a standard 'Select' or 'Cancel' button.

It is necessary for staff to return a search result to a screen and then cancel from that screen if they do not wish to proceed.

CCT_S01 is used in Landonline where records that have the same name are searched e.g. instrument numbers prior to Landonline were Duplicated between Land Districts.

When a user selects a 'Select' or 'Cancel' button they are returned to the prior screen in its previous state.

'Select' returns the user to the prior screen, with the instrument number returned and they can continue without CCT_S01 appearing again.

'Cancel' returns the user to the prior screen, in its previous state with no instrument number returned but the user can not continue - i.e. user must select an instrument number from CCT_S01 or delete/amend to a non multiple instance number to continue.

When a cancelled title (or title with other status) was added into the Receive Dealing screen CRR_S02 - Record Dealing, the system gave no indication of the status of that title. Where type errors were made they may not have been identified immediately.

When a title is added (using the 'Add' key) to the 'CT's Affected by Instruments' area in the Instrument tab, the system checks the status of the title. If the title is Cancelled, Issued in Error or Pre-allocated in error (i.e. not 'live' or not 'Part-Cancelled') a message will appear.

Selecting 'Yes' to the question 'Do you want to continue?' will allow recording to continue and the status of the title will present in the Status column.

Selecting 'No' to the question 'Do you want to continue?' will return the cursor to the CT's field to allow editing of the title reference.

Addition of titles using the New or Pre-allocated functions will not trigger this message.

If there were a small number of Memorials on a title then Landonline would automatically size the Title Diagram to fit on the same page. If less than half the page remained empty, the system would place the diagram on a new page with any additional Memorials following. This would increase the likelihood that memorials would be missed when customers reviewed their searches.

A Title Search with Diagram and a Historic Search could both result in a second page being generated with memorials and an image on it.

The printer routine has been set to display any Title Diagram on a separate page to Memorials for Searches conducted in Landonline.

CDD_S08 - Modify Title Status allows users to change the status of a title if the wrong status was entered in CRR_S03b - Add Unconverted Title screen. If a title has a status of 'Not Yet Converted' there was no simple way of changing the status to 'Cancelled' without first creating structured data for the title and then cancelling it. If upon checking the title details it is determined that the correct title status is 'Cancelled', it was a waste of time entering any structured data for the title first.

Functionality has been added to enable users to change the status of a Not Yet Converted CT directly to Cancelled (CNCV) in the CDD_S08 - Modify Title Status screen. The ability to reverse this change is also provided.

Note: – there are two title status of Cancelled in Landonline
CNCV – Cancelled prior to Conversion and
CNCD – Cancelled by Landonline Dealing

  • Only titles with a status of Cancelled Prior to conversion (CNCV), Not Yet Converted, Pre-allocated and Pre-allocated in Error can be entered in this screen.
  • Titles cannot have the status changed if they are currently affected by a pending dealing.  The title must first be removed from the Dealing.
  • When the screen opens the CT field is enabled, but the Status field is disabled.
  • When the user enters a CT it is checked for validity, the current status is then displayed and the status field enabled.
  • The status can be changed to any of Cancelled (CNCV), Not Yet Converted, Pre-allocated or Pre-allocated In Error.

When a title linked to a Supplementary Record Sheet (SRS) is cancelled, the Title Reference is not removed from the SRS. This means for example that the SRS for a Retirement Village might show many Cancelled Titles.

This presents complications when searching...

  • The Cancelled titles are now retained but their display is suppressed in Landonline Searches Current View.
  • The Historical Record View continues to display both the Current and the Cancelled Unit Titles issued. (No Change)
  • Only the Current titles display in the Supplementary Record Sheet (SRS).
  • The prior CT references in the Priority References area will still display.
  • The Pending Current View in a Dealing in Desktop will continue to display both the Current and the Cancelled Unit Titles issued. (No Change)

MAR 1196 Explanation

There are occasions when, due to conversion of Titles containing Private Trusts (eg Methodist Model Deed), Registered Proprietor names are not updated to Historic in the Nominal Index. This results in incorrect matching when a customer searches on a Name to find current proprietors and titles. Titles are returned even though the Proprietor name is no longer current for that title.

Fees are charged for searching these Titles.

Users can now make Historic any Current Nominal Index Registered Proprietor within a Dealing.
