Landonline Release 3.3 update for conveyancers

New features include:

Electronic certifications – electronic certifications will be improved for instruments that affect new titles in an e-dealing, e.g. easement instruments (EI) following an Order for New Titles (OCT). When an EI is created against a new title, special certifications will automatically appear based on instruments in the head title. This will largely remove the need for imaged consents to be attached to instruments affecting new titles. See MAR 1424

Enhanced e-dealing pre-validation reports – now business rules may generate a Warning message or a Failure message determined by rule settings. In particular, new titles will generate a Warning message and not a Failure message. See MAR 1425

Reasons for stepping down to LODGE viewable – customers will be able to view the reason for an instrument/dealing stepping down to LODGE, i.e. if a dealing is expected to be AUTO REG but instead steps down to LODGE, the step down reason for each instrument can be viewed. See MAR 1438

Memorandum of Priority (MP) warning – a new message will display immediately when an MP is added to a dealing if it is not appropriate to create the MP in that dealing. See MAR 1440

Third party email addresses are now available in the Request Product List screen for Landonline users to send RPL items by email to non Landonline users. See MAR 1151

Improved printing options from the Search Instrument screen. User can now select which instruments to print. See MAR 1247

MAR 1424 - e-dealing display of certifications against instruments affecting new titles.

MAR 1424 Problem e-dealing display of certifications against instruments affecting new titles.
MAR 1424 Outcome Certifications for current interests will now display for e-instruments affecting new titles e.g:
  1. Where a head title is subject to a Mortgage and a new title dealing contains:
    OCT (Head Title1, New Title 1)
    EI (New Title 1)
    - A certification will now display at signing for the EI in terms of the mortgage on the head title.
  2. If there are several head titles with different mortgages / encumbrances / caveats then a following instrument (that requires consents from the mortgagee etc) that affects the pending new titles will display certifications for all the current interests from all head titles
  3. If there are discharges, partial withdrawals as to Titles etc in the new title dealing prior to the instrument displaying certifications then certifications will not display for instruments affecting new titles
    E.g. for a PDM, WX, C224, OCT, SL, EI dealing certifications for the discharged mortgage and withdrawn caveat will not display to the conveyancer for the SL & EI instruments.
    If PDMs, WXs etc are prepared affecting part of the land (as opposed to discharging as to titles) then certifications will still display for following instruments.
  4. If there are multiple Orders for New Title (OCTs) in a dealing then certifications are carried forward through the chain of OCTs to the following instruments.
Note: Only certifications for current interests have been enhanced.  Other certifications – eg for Maori Land - have not yet been changed to display for instruments affecting new titles.  Consents required for vestings on deposit of a plan etc are not covered by certifications and must still be attached as part of the image instrument.

Approach for Migration of Dealings prepared in the 3.2 version of Landonline:
  1. Dealings already prepared in Workspace prior to the 3.3 release may already have imaged consents attached or prepared. For new title dealings created in 3.2 and submitted in 3.3 LINZ will accept:/p>
    • instruments with imaged consents (i.e. prepared and signed in 3.2)
    • instruments where certifications have been completed (i.e. prepared in 3.2 and signed in 3.3) &
    • instruments with just certifications
    • a combination of the above (i.e. some instruments with imaged consents and others with certifications – depending on when the instruments were signed)
  2. A bug in the 3.2 code will mean that in some situations certifications will not display for instruments following new titles.  In these scenarios customers should attach imaged consents and LINZ will accept these.  Any new dealings created after the 3.3 release will correctly display certifications.

MAR 1425 - e-dealing business rules to display as Warnings or Failures

MAR 1425 Problem Landonline functionality forces Business Rules that fail on the submission / lodgement of an e-dealing to appear as Failures in the report. Some Business Rules are Failures and will prevent the dealing from being registered if not addressed while others are merely Warnings – e.g. Rule T06a checks a titles status and in the case of Preallocated titles warns that new titles don’t have a Live or Part cancelled status, yet this rule displays as a Failure and this has caused some confusion to conveyancers.
MAR 1425 Outcome Business Rules are now configured to display a correct status in the validation report produced when prevalidating or submitting (lodging) a dealing from Workspace to Desktop.

As a result of this new functionality all Business Rules have been reviewed and the following rules now display as Warnings instead of Failures when they fail at Prevalidation and Submit of an e-dealing:

Note
  1. Rule T034 does not run when a Dealing is Prevalidated
  2. Rule T061 is a Warning at prevalidation and a Failure at submit
  3. Rule T032 (check for new titles created in the same dealing) and T071 (check for Trusts) which previously only displayed in the Prevalidation report will now also display on the validation report at Submit as Warnings

MAR 1438 - Display reasons as to why an e-dealing has stepped down to LODGE.

MAR 1438 Problem Customers have at times queried the reasons as to why e-dealings have stepped down from AUTO REG to LODGE. Step down may be triggered by validations within the e-dealing while it is being processed in Workspace or as a result of Business Rule Failure

. Note - Some Business Rules pass when the dealing is submitted but then cause the dealing to step down
MAR 1438 Outcome Details of Step Down reasons can now be viewed from a new screen in Workspace.

This screen can be accessed in Workspace after selecting a dealing in the Workspace Tree and then using the Dealing menu option View Step Down Reasons.

Note:

  • Once a dealing has a final status it is no longer possible to access the step down reasons
  • Where an instrument has more than 1 step down reason only the first reason retrieved by Landonline will display. If that reason is addressed in Workspace and the reasons checked again the next reason will display etc
  • AUTO REG instruments in a LODGE dealing will display “No step down reason exits for this instrument”
  • Where step down occurs after Submit of an e-dealing – eg an AUTO REG dealing comes off the queue the following reason will display: “Landonline Business Rules have caused step down due to eg: Maori land, non standard memorials or other scenarios requiring LINZ checking".

MAR 1440 - New Workspace message - MPs cannot be created against new titles.

MAR 1440 Problem Memoranda of Priority cannot currently be processed in Workspace dealings against titles that are not live or part cancelled – e.g. new titles. This is often not apparent until near the completion of processing a new title dealing as it is only when preparing the MP that this is revealed. Late advice of this limitation can cause complications for the conveyancer.
MAR 1440 Outcome A new message will display in Workspace as soon as new titles (or any titles not live or part cancelled) are checked as affected for the MP instrument and the OK button is clicked in the Enter Titles screen. Titles that don’t have a status of Live or Part Cancelled cannot be saved against an MP instrument.

The message displays the processing options that may be used i.e.:
Message 28427.

Note – LINZ is scheduling a more extensive code change in a future Landonline release to allow MP instruments to be prepared against new titles and other non standard title statuses.

MAR 1151 - Currently the Request Product List (RPL) screen emails the data requested back to the user who requested the search and there is no provision to allow the requestor to have the RPL sent directly to a 3rd party, as opposed to forwarding it after receipt.

MAR 1151 Outcome The Request Product List screen has been modified to allow for a 3rd party email address as shown below:

A note has been added to the screen to remove any uncertainty as to where the search products will be sent however note:
  • If a 3rd Party address is specified the sender will not receive the RPL
  • The sender will be charged for the search products regardless of the entry of 3rd Party address details.
  • Any email address can be entered. Landonline only validates that there is an ‘@’ character in the address and that there is a leading and trailing character either side of the @.
  • If an RPL is saved in progress after entering a 3rd Party email and un-checking the ‘Send Package now’ checkbox, the entered email address will redisplay on reopening the RPL screen when the ‘Add the new item to the existing package’ radio button is checked. If this checkbox is not checked and a new package is created and sent with or without a 3rd Party address, the original package will be sent to the originally entered 3rd Party address.

MAR 1247 - Improve the options for printing instruments from the Search Instrument screen

MAR 1247 Problem All instruments listed in this screen print regardless of whether some none or all are highlighted when the Print button is clicked.
MAR 1247 Outcome The Print & View options in this screen now work based on the selected instrument rows as shown below:

The user can select multiple instruments using:
  • the Shift Key and the mouse to highlight a range of contiguous rows
  • the Control Key and the mouse to highlight one or more individual rows
The following message displays when multiple instruments are selected to print:

“12562 – All selected instruments will be printed and a charge incurred for each.
Do you want to continue? Y/N”

The following message displays when multiple instruments are selected to view:
