Common survey requisition items

Top 10 survey requisitions (as at February 2012)

The top 10 requisition items currently account for 63% of all requisitions as at February 2012. The percentage for individual requisitions is indicated in brackets next to each item. Please ensure your quality assurance process accounts for these commonly occurring requisitions.

M19A - Content of CSD incorrect or incomplete (19%)

Commonly occurring requisitions issued under M19A:

  1. Parcel Appellation – a manual check to ensure that the appellation of all new parcels complies with Rule 5.5.1 is required. Landonline business rules only check appellations for parcel types Lot and Section.
  2. Parcel Intent – a title plan must include the parcel intent for each parcel (Rule 10.1 (e)). The parcel intent for restrictive covenant areas on cross leases can be shown by either a panel note or by a-spatial capture (therefore shown in the Parcel List). On Legalisation CSDs new parcels not directly subject to the proposed legalisation, but which are required under Rule 5.1 (accounting for all of the land in existing primary parcels), the parcel intent should reflect its current status, eg Fee simple parcel for a fee simple title including SO crown subdivision parcels.   3. Renewed/Disturbed Marks – a renewed mark is a mark placed in the same position as an old mark that has been physically located. Renewed marks must be captured with old mark symbology (Rule 12.2 (d)). An old mark that is disturbed must be treated as a new mark (Rule 7.6). Rule 9.6.2 requires the diagram of survey to show the former identifier and the source CSD type and number for each disturbed and renewed survey mark, as well as a notation indicating that an existing survey mark has been renewed or found disturbed. Please note that recording the notation in the mark description field of Landonline does not satisfy this requirement. Please refer to Section 106 of the Interpretation Guide for further information.
  4. Treaty Settlement Instructions - in the case of a Treaty Settlement CSD, a copy of the Office of Treaty Settlement instructions should be attached as correspondence. This allows LINZ staff to check for items such as reductions/waivers of marginal strip/vesting requirements.
  5. Post Earthquake Orientation Annotation – for surveys completed in Canterbury after September 4, 2010 where it is not practical to determine an orientation in terms of an official projection, the CSD Diagram of Survey must include the annotation: “Orientation is in terms of pre-Canterbury earthquake 2010 data and may not be accurate relative to the official geodetic projection”. Please refer to http://www.linz.govt.nz/survey-titles/cadastral-surveying/canterbury-earthquake/rules-guidelines-2010.

M20A - Insufficient or incorrect data captured (9%)

There are two commonly occurring requisitions issued under M20A:

  1. CSDs must include at least two vectors for each boundary point and for each new survey mark (Rules 8.1(d) and 8.1(e)).
  2. Where easements and covenants have been captured in the middle of a parcel, they cannot just be connected by one hanging line (even if each point has two vectors as required by Rule 8.1(e)). A single vector only does not allow the points on the non-primary parcel to be ascertained and verified in terms of Rule 8.1.

Only one of the vectors needs to be on the diagram of survey, but both need to be in the CSD as a whole.

M20C - Data for integration incorrect or incomplete (6%)

All nodes must be correctly linked to ensure that Landonline business rules run appropriately. Only non boundary marks that have been mislinked will be reported at pre-validation.
For boundary marks, a manual check of mark linking is required. This can be achieved by turning on the Underlying Marks layer and moving this layer to the top of the Current Layers list.

The spatial window will display the existing marks (orange circle) on top of the new marks. A visual check can be performed to confirm mark linking as a blue box will appear around correctly linked marks.

Care must be taken for boundary marks that are disturbed or renewed. Mark linking for these must be checked in the Mark Details screen for each mark.

M19B - Survey Report incomplete (6%)

The survey report needs to include all the information required by Rule 8.2. There are five commonly occurring requisitions issued under M19B:

  1. Horizontal orientation – the survey report should confirm how the correct orientation has been maintained throughout the survey. Read more information about Providing and Verifying Orientation on the LINZ website.
  2. Reporting of old marks - surveyors are required to include in their survey report an assessment of the adequacy of the number and location of old survey marks used to define boundaries, and information about old survey marks not located or reasons why they were not searched for (Rule 8.2(a)(vii) and (viii)).
  3. Reporting of earthquake category (Canterbury only) – The Guideline for Rules for Cadastral Survey (Canterbury Earthquake) 2010 LINZG65702 sets out the reporting requirements on page 29.
  4. Bearing corrections – the survey report should adequately explain the basis for any bearing adjustment applied to an adopted bearing (Rule 8.2(a)(ii)).Care should be taken to ensure the reported bearing correcttions reconcile with the bearing corrections shown on the survey header.
  5. Incorrect survey report - ensure the correct survey report has been attached and there are no pages missing from the report.

M08A - Occupation inadequately depicted (5%)

A CSD plan must include occupation information as required by Rule 9.5. One commonly occurring requisition is not providing occupation information where a new boundary point intersects with an existing primary parcel boundary. Occupation information is also required where an existing boundary point is being marked. For more information refer to section 81 of the Interpretation Guide.

M18B - New/existing easement schedule incorrect (5%)

Ensure that new/existing easement and covenant details on the schedule/memorandum are correct and reconcile with the diagram of parcels (Rules 10.2 and 10.3).

M19C - Adopted Information does not match source (4%)

Ensure that the adopted vector is in terms of the source CSD (Rule 8.4). In order to comply, full investigation and reporting of pre-validation errors C483, C445 and C455 is required. Care should also be taken to ensure that the adopted source shown in the Mark and Vector report references the most recent CSD to measure or calculate the adopted vector.

M09B - Water boundaries not correctly annotated (3%)

The diagram of Survey and Parcels must include an annotation (in user added text) describing the legal water boundary Rules 9.6.7(c) and 10.4.5(c). In addition the diagram of survey must include a description of the physical feature or if adopted the source CSD. ‘Adopted from Landonline’ is not a correct notation.

M19D - Plan information is unclear or ambiguous (3%)

Ensure that all information on the Diagram of Survey and parcels is clear and legible. Care should be taken to ensure that text and symbols do not obstruct each other.

Note balance and total distances added with user added text are generally not checked by LINZ and care should be taken to ensure they are correct. Unless required by the Rules, user added text should be avoided.

M18F – Estate boundary or references incorrect or not shown (3%)

If the CSD comprises more than one CFR, the estate boundary and references must be shown on the diagram of parcels and survey (Rules 9.6.3 (h)(i) and 10.4.2(f)(i)). Use the Add CT Boundary function in Plan Generation to add the estate boundary to the plans. The CFR reference should be shown in user added text.
 

Other common requisition items

  • Not defined by survey – the CSD needs to indicate that appropriate boundary points have been 'defined by survey' as required by Rule 6.2(a). For more information, see Defining by Survey. Note: incorrectly capturing a mark as new rather than adopted may also trigger this failure in the pre-validation report.
  • Flats and easement transition from 2002/2 Rules to 2010 Rules – ensure that these non-primary parcel types are changed from 'Flats' and 'Marked' to 'Area'.
  • Permanent structure boundaries (Depiction of Units) – insufficient information has been shown for some permanent structure boundaries - Rule 9.6.9. For more information see Depiction of units, and sections 42 and 126 of the Interpretation Guide.
  • Parcels without survey information  - The dataset type "Survey" should be used when non-boundary marks and related vectors have been captured. This criteria is determined by The Cadastral Survey (Fees) Regulations 2003.
