Secondary Layer

Examples are: Easements, Covenants, Mining, etc. Secondary parcels overlap primary parcels and can overlap other secondary and tertiary parcels. Secondary parcel boundaries cannot cross primary parcel boundaries. In other words, each secondary parcel must be wholly contained within a primary parcel.

Where a secondary parcel butts against a primary parcel boundary, the primary and secondary parcel topology must match exactly to ensure that they do not cross or separate from that boundary.
