Primary Layer

Examples are: Lots, Sections, Maori Blocks, Road, River, Lake, Sea. No gaps or overlaps are allowed. The topology of abutting parcels must match exactly to ensure no slivers. Creation of new parcels must coincide with extinguishing one or more existing parcel to ensure no overlaps. In some cases (road taking, accretion, reclamation, etc) an existing parcel is extinguished and replaced by a new parcel which has been diminished by an amount equal to the land taken.
