SECURITY

There are two aspects to security of the register, technical security and security regarding whom may access the register. The technical security concerns are answered by the structure of the Landonline system, which has been built with an emphasis on security. One component of security is the need for all users to have a digital certificate. Each individual with access to Landonline will require a digital certificate. The digital certificate means each individual's access to Landonline can be monitored and tracked if necessary. An individual can only obtain and use a digital certificate when associated with a firm that has bought a licence to use Landonline. The firm is also responsible for ensuring the individual keeps their digital certificate and passwords associated with it safe and confidential.

Digital certificates are also used to govern the kind of functions a user may perform within Landonline. There are three levels of access in relation to conveyancing transactions: search, prepare and certify.

SEARCH:
A user may have search access, which means access to Landonline is only available in order to search for information.

PREPARE:
Users may also be permitted to prepare documents. This user may enter new information that forms part of a new dealing which will be registered electronically. This would involve entering information such as certificate of title/computer register reference numbers, names of registered proprietors, names of transferees and names and details relating to mortgagees. This person cannot authorise the registration of a dealing.

CERTIFY:
Only a solicitor or landbroker may certify a transaction. A solicitor or landbroker certifies that certain matters are correct in relation to the particular instrument. The exact nature of these requirements is explained in more detail under Certifications.

Instruments that have been certified may then be registered electronically. Restricting the ability to certify to solicitors and landbrokers means there are appropriate controls around who may effect registration.
