TA e-certification

Landonline TA e-certification, provides the facility for Territorial Authorities to log on to Landonline, locate an e-survey in their workspace, and certify it online. This allows for simultaneous TA e-certification before or after the e-survey is lodged with LINZ. TA e-certification also includes all the functionality of e-search plus.

Moving towards 100% electronic lodgement, all survey firms will need to adopt electronic lodgement using Landonline e-survey, by the cut-over date of 1 September, 2007.

After this date, Territorial Authorities will retain their existing options to certify either:

  • On paper, or
  • Electronically via LINZ' TA e-certification.

How it works

TAs access Landonline to view the e-survey and TA certificates (whether provided online with the e-survey by the surveyor or prepared by the TA from paper plans).

The TA can then edit the certificates as required and certify and sign them. The e-certification is then attached to each survey dataset online, as imaged supporting documents.

  • Councils may certify online regardless of whether surveyors have submitted manually or online using e-survey.

How TA e-certification compares with the manual system

TA e-certification introduces a new way of working for TAs. It has been designed to remove most of the manual workload. With TA e-certification, users look at digital datasets instead of paper plans and undertake certification online. This is a significant move away from the current manual process.

Getting started

New users will receive a welcome pack containing full details of the training tools, support services, reference and technical help material available.

Learning how to use TA e-certification is relatively straightforward.

The pilot testers from TAs in Wellington and Christchurch were able to familiarise themselves with it in one morning.

Most of the effort undertaken by TAs on adoption of the online certification process will be invested in adjusting workflows to implement the new digital process alongside the manual one.

LINZ recommends TAs take part in active learning sessions and utilise all the learning tools and support – including the computer based training provided for e-search, and quick reference cards.

Local Bodies seeking TA e-certification (including existing Landonline customers) will need to complete the new firm Sign-up process and select Territorial Authority as their Type of Business.

How reliable is Landonline service?

Recently, Landonline availability has averaged over 99%. Minor interruptions may occur from time to time, but these are dealt with swiftly by our IT specialists. Customers are kept informed during any interruption either via the user section of Landonline.

Improvements to Landonline

Our regular maintenance of Landonline includes an upgrade to a new version approximately every 6 months. Usually these upgrades are designed to remedy known issues and introduce new or enhanced features. LINZ has a team of business analysts who continually work on finding and fixing system bugs, acting on information provided by internal and external users.
