After consultation with the New Zealand Institute of Surveyors and the Institute of Cadastral Surveying the Surveyor-General has reviewed the requirements relating to boundary reinstatement surveys.  A new ruling allows monumentation CSDs to be used in a wider range of circumstances by exempting some of the previous requirements – refer LINZR65314: Ruling to enable more boundary reinstatement surveys to be recorded on monumentation CSDs.

A simpler process for capturing reinstatement CSDs in Landonline has also been implemented.  The new ruling and capture process are explained in an update to the Interpretation guide to the Rules for Cadastral Survey 2010 – refer sections 91 to 100.

Landonline customers will be aware that Digital Certificates are renewed and downloaded annually. In order to maintain accurate records for billing purposes please advise LINZ when a user no longer requires Landonline access by completing the Remove Individual form.

Patch enables access to Landonline using Internet Explorer 9

Connection to Landonline has previously been problematic for users who have attempted to login when using Internet Explorer 9.  This connectivity issue is caused by incompatibility between Internet Explorer 9 and the Citrix software used by the Landonline interface.

We are pleased to announce that the connection issue can now be resolved by installing a special Citrix plug-in. The plug-in can be downloaded from http://www.citrix.com/English/ss/downloads/details.asp?downloadId=2313030&productId=186.  

Two versions of this plug-in are available for Windows - Landonline users should choose the "Citrix Online plug-in - Web" option.  If installing this plug-in you may also need to adjust some Internet Explorer 9 settings as documented at http://www.landonline.govt.nz/system-support/software-downloads/run-with-ie7

 

NB This plug-in is not necessary if you are using an earlier version of Internet Explorer.

If you or your client receive a notice of lapse of caveat or notice of claim in the lead-up to the Christmas-New Year holiday break, you will need to act quickly to avoid the caveat or notice of claim lapsing.

The time periods of 14 days to notify LINZ that you have applied for a Court order preventing a caveat or notice of claim lapsing, and 28 days in which to serve such an order in LINZ, are prescribed by the Land Transfer Regulations 2002.  These time periods are prescribed in days, not working days – you cannot exclude the public holidays over the Christmas-New Year period when you calculate when a caveat or notice of claim will lapse.

However, as provided in section 35(6) of the Interpretation Act 1999, if the last day of either the 14-day or 28-day period falls on a day that is not a working day, the time period extends to the next working day.

Please note the Registrar-General of Land has no authority to alter the prescribed time periods or extend lapsing dates to account for LINZ offices or courts being closed on public holidays.

If you or your client receive a notice of lapse, you can avoid the caveat or notice of claim lapsing by, within the prescribed time periods, giving the relevant notice to LINZ or serving a Court order on LINZ at the address or fax number specified in the notice of lapse, or by email to customersupport@linz.govt.nz.

LINZ has published a revised version of the Interpretation guide to the Rules for Cadastral Survey 2010.

Updates in the revised version reflect:

  • Recent changes to legislation such as Marine and Coastal Area Act 2011 and the Unit Titles Act 2010
  • Recent rulings and guidelines relating to boundary reinstatement surveys, use of permanent structure boundaries for unit title surveys, expiry of transition period for NZGD2000 orientation.
  • Canterburyearthquake Rules and guideline
  • Clarification in response to questions and feedback from surveyors and LINZ staff

Significant changes are noted in footnotes on affected pages.

Due to a technical issue, users were unable to access Landonlinefor around 7 hours on Monday 28 November.

This issue occurred during a routine technical upgrade of Landonline over the weekend of 26 November. Despite thorough testing before implementation, the issue was only evident in the live environment when a significant number of users attempted to log into the system.

The issue was identified and resolved as quickly as possible by our technical team, without any loss or corruption of data.

We apologise to anyone who was inconvenienced by the disruption to service.

Landonline and Customer Support will operate normal business hours leading up to the Christmas holidays.

On Friday 23 December 2011, Landonline will close at 7pm and Customer Support will close at 5pm. Landonline and Customer Support will be available again in the New Year from 7am on Wednesday 4 January 2012.

LINZ's Survey and Title operation centres will close for business on 23 December at 4pm and re-open at 9am on 4 January.
