LINZ wins at IPANZ!

LINZ’s 100% e-lodgement project has won the award for ‘Improving public value through business transformation’ at the 2010 IPANZ GEN-i Public Sector Excellence Awards held on Friday 18 June.

The Treasury sponsored award acknowledges the delivery of better, smarter public services for less. Judges commended LINZ for “their vision in recognising the need to reduce costs throughout the system by improving work processes and the sustained commmitment to doing so”. They also said it is an example of a public sector agency working well in the ‘business world’.

LINZ Chief Executive Colin MacDonald says it’s fantastic that LINZ has been recognised as “top of the class” when it comes to transforming public services.

“I was very proud to accept this award on LINZ’s behalf,” says Colin. “Reaching 100% e-lodgement in February 2009 was a huge achievement, and it was great to have this publicly acknowledged.

"It was a humbling moment as I recalled and acknowledged the ideas, commitment and hard work of Landonline customers and many LINZ people to make this project a success.”

Other finalists for the ‘Improving public value through business transformation’ award were the Ministry of Social Development for their ‘Food without stigma – Work and Income Payment Card’ project, and the Counties Manakau District Health Board’s ‘Six Hours can be Ours’ initiative.

Extended e-dealing lodgement hours from 1 July

As advised in the April edition of Landwrap, e-dealing lodgement hours are being extended to 7am to 7pm weekdays effective from 1 July 2010.

Manual lodgements will be entered into Landonline as being received at 7am the next business day.

Technology, digital certificate and service support for both e-dealing and e-search will be provided by LINZ’s 0800 Customer Support during these extended hours. Note that processing centre opening hours will not be changing.

New product and service fees from 1 July

As previously advised, new fees for Landonline survey and title products and services take effect from 1 July 2010.

Removal of annual licence maintenance fee – reminder

The annual licence maintenance fee is being removed as of 1 July. All Landonline firms will receive a final pro rata amount for the billing period from the date of your licence maintenance fee anniversary to 30 June 2010.

New rulings published

The following rulings have recently been published on the LINZ website.

Alternative standards for open space covenant surveys

New optional standards are now available for surveys of open space covenants for the QEII National Trust. One option simply allows the covenant boundaries to be defined to class C standards.

The other option allows the relationship between the new covenant and its underlying parcel to be defined to a lower standard provided the position of the covenant is defined in relation to the control network and two PRMs. The new boundaries can be defined to class C standards, while the relationship between new boundaries and the underlying parcel boundaries need only be established to within 5m and be called class D.

Requirements for both alternatives are specified in Interim Ruling LINZR65308, which is accompanied by an interpretation guide LINZG65701. Both alternatives in the Ruling are optional – covenants can also be defined in terms of the standard Rules for Cadastral Survey 2010.

Boundary reinstatement surveys include line pegs

Surveys that place line pegs to mark the location of an existing boundary can now be treated as Boundary Reinstatement surveys provided the criteria specified in new Ruling LINZR65309 are satisfied. This means:

  • only one witness mark and no PRMs are required
  • the survey does not need to be oriented in terms of an official geodetic projection
  • as the boundary point has not been defined on a previous CSD, a Monumentation CSD cannot be used.

Units defined under 2002/2 Rules can be retained

Definition requirements for units are more stringent under the 2010 Rules than under the 2002/2 Rules. New Ruling LINZR65310 allows the depiction of units initially defined under the 2002/2 Rules to be retained on a 2010 CSD for a subsequent stage, substitution or redevelopment providing the specified criteria are met.
