Offices to close with move to e-lodgement

In line with the transition from paper lodgement to electronic lodgement, LINZ recently advised staff of planned office closures in three centres.

The Wellington office will close in mid 2010, Dunedin in late 2010, and Auckland in early 2012.

From 2012, LINZ's survey and title processing work will be conducted in the remaining Hamilton and Christchurch centres.

Office closures reflect the need for fewer processing staff as LINZ moves toward mandatory e-lodgement for titles transactions.

LINZ and the NZ Law Society's Land Titles Committee have agreed to 23 February 2009 as the mandatory date for 100% electronic lodgement following the final release of Landonline Phase 3.

With essentially all land transactions being lodged electronically, public counters at the Wellington, Dunedin and Auckland offices will also close, in line with the 23 February mandatory date.

A detailed programme of work within LINZ is underway to determine practical electronic solutions for future public access to land records.

In the meantime, LINZ will continue to provide access to land records. The Dunedin, Wellington and Auckland centres will operate reading rooms until the offices close in 2010 and 2012. Reading rooms will also operate in the Hamilton and Christchurch offices while records are held on site.

The public will continue to be able to view records by appointment and will be able to order copies of land records online, or by fax or post.

Longer term, LINZ is working with Archives New Zealand to ensure the public's continued access to paper land records.

Countdown to Landonline Release 3.1

Landonline Release 3.1 – on track for 29 September – is the final release before the mandatory e-lodgement date of 23 February 2009.

"Release 3.1 completes the 100% e-lodgement programme," says Gavin Eiloart, Programme Manager for 100% e-lodgement. "This final release further enhances the changes introduced with Release 2.10 and 3.0. Release 3.1 increases the total number of e-capable instruments from 37 to 221, which means that conveyancers will be able to complete nearly all of their work with LINZ electronically."

Partial waiver of the titles resubmission fee

Following Release 3.1, the fee for all electronic titles resubmissions will be $13. The $31 fee for a resubmission of a Lodge with Image will be partially waived to match the Lodge with Template $13 fee until Release 3.2. This reduced fee will allow customers time to become familiar with the system.

The usual regulated fee provides for a $31 fee for a resubmission of a Lodge with Image instrument and $13 for a Lodge with Template instrument.

After Release 3.2 next year, the fee for electronic resubmissions for Lodge with Image transactions will be reinstated to $31. The manual resubmission fee will remain at $31.

Customer Support ready for Release 3.1

LINZ's Customer Support Agents have been undergoing training in readiness for Release 3.1. Additional Customer Support Agents will be available from 29 September to help customers with any queries.

Landonline unavailable weekend of 27-28 September

Release 3.1 is scheduled to be implemented during the weekend of 27-28 September. This means that Landonline will not be available on Saturday 27 September.

Landonline and Customer Support will resume normal service hours from 7am on Monday 29 September.
