Release 3.0 uptake on the rise

Release 3.0 went live on 28 April and uptake of the new instruments is increasing weekly.

In the first week after 'go live', 20% of Release 3.0 e-capable instruments were being lodged electronically. In the seventh week since the release, 69% of all dealings were being lodged electronically and this number has continued to rise as we continue our journey to 100% e-lodgement.

"We see these statistics as an indication that customers are comfortable with the new functionality," says Sharon Cottrell, General Manager Customer Services. "We're just one release away from reaching our goal of 100% e-lodgement and we look forward to seeing the numbers reach 100%."

The new functionality allows conveyancers to include free text and attach images to their instruments.

Anna King, Legal Executive at Cruickshank Pryde, says, "Adding text to an instrument was easy and straight forward. The presentation I attended was very beneficial and the new processes were demonstrated and explained in a simple way."

Firms are encouraged to keep using the new functionality to ensure they’re prepared for 100% e-lodgement.

You ask, we answer

LINZ’s Customer Support Agents have been busy answering queries from customers using the new e-dealing functionality. As a result, we have published a list of frequently asked questions in the e-dealing section on this website.

Several firms have raised the following question regarding combining shares:

  1. How can I show one party as owning the whole of a title where it was once a combined share?
  1. Where an electronic transfer of a share in a title(s) is prepared in Workspace and the transferee is also an existing registered proprietor, Landonline will display a message asking if you want to combine the new share with the old share. For example, where A, B and C are on the title and C transfers their interest to A.

    If it's appropriate to combine the shares, you need to select the Part of Land/Complex mode and use Add Text to clarify your intention. The dealing will step down to Lodge (due to the text) and LINZ staff will set the data correctly to combine the share holding.

One millionth instrument registered

LINZ recently reached a key milestone with the registration of the one millionth e-capable instrument.

This tremendous milestone shows how far customers have come with e-dealing and incorporating the new functionality into their everyday business practice. We are confident that customers will experience a smooth transition to 100% e-lodgement.

Duncan Terris, a Property Law Section representative, was the first person to submit a live e-dealing via Landonline over five years ago and since then he's never looked back.

"It's hard to believe more than five years have passed since that first e-dealing on 18 November 2002," says Duncan. "I recall my scepticism as to how quickly Landonline would update the register and was impressed that it was instantaneous."

Conveyancers have recognised the efficiency and simplicity of lodging dealings via Landonline and are now keen to use this world-first application.

Duncan says, "It's been great to have healthy debate with other practitioners on the merits of e-dealing. Even before the first mandatory date for Discharges, there'd been a significant change of attitude and the arguments against e-dealing are now distant murmurings. Without the support of the legal profession, e-dealing wouldn't be possible."

Voted most efficient in land registration

The World Bank1 has voted Landonline as the most efficient land registration system in the world for 2008 - an achievement LINZ and the legal profession can be proud of.

The survey (conducted last year) measured the number of lodgement procedures, time taken and official costs related to Landonline. Canada, who has the most similar registration process to ours, was ranked 28th and the United Kingdom 19th.

The World Bank has recognised Landonline's e-dealing for its "ease of registering property", which has led to "reduced costs".

Reminder about attaching images

A friendly reminder to all firms attaching images to instruments to ensure the document being attached is in the Landonline-compatible file format. Landonline will only accept documents in TIFF format as they are stable, robust and can store multiple pages within a single file.

If the document to be attached is electronic but not in TIFF format, you will need to convert it to TIFF. You can download Print-to-TIFF software from this website.

If the document to be attached is in paper format, you will need to first scan it and then convert it to TIFF. Some scanners have the option of scanning to TIFF.
