Plan Generation - next steps

Late last year, the Plan Generation consultation results were posted online (refer to December 2007 Landwrap article Plan Generation consultation – the inside details). The results showed a clear preference for the 'Offline Plan Generation with Diagram Creation' option.

A pilot group of survey customers has since been formed to advise us during development of the 'Offline Plan Generation with Diagram Creation' option. In February, the group met to discuss the user requirements document for this option.

The group's feedback has been provided to LINZ's developers to help inform the next step - the detailed design documents, which the group will review next month.

We will provide an overview of the remaining development steps in the May issue of Landwrap.

New supporting document for LINZ's risk-based acceptance process

By now, all licensed cadastral surveyors should have received a letter from LINZ containing information on the new risk-based acceptance process for cadastral survey datasets (CSDs) and initial individual surveyor profiles. If you haven't received your letter, please ring Customer Support on 0800 ONLINE (0800 665 463) or email info@linz.govt.nz and put 'Surveyor Profile query' in the subject line.

New supporting survey lodgement document

From 1 April 2008, surveyors will be required to create and attach an additional supporting survey lodgement document, called a Dataset Profile Lodgement Form, to each CSD at the time of lodging. The new document has two key elements:

  1. Lodging surveyor's current Surveyor Profile, and
  2. Dataset Complexity Profile for the CSD being lodged as determined by the surveyor.

The Dataset Profile Lodgement Form (DPLF) template is now available to download. The DPLF includes the dataset complexity criteria to guide you in determining the Dataset Complexity Profile for your CSDs.

Landonline automated business rules

It's important to note that because LINZ will be focussing on the automated Landonline business rule validation reports in the new process, surveyors need to clearly identify any pre-validation conflicts and warnings in their Survey Report. The Survey Report needs to explain why any conflicts or warnings should be disregarded by LINZ.

Survey Report template

LINZ will update the Survey Report template to reflect the new risk-based acceptance process. We would like your help to make the template more useful to you. Please email any suggestions for improvement to us at info@linz.govt.nz and put 'Surveyor Report template' in the subject line.

More information

More information on the new risk-based acceptance process can be found in the e-survey section of this website.

New e-survey tips and hints

The e-survey Tips and Hints are continually being refined and added to.

TA e-certification checklist for surveyors

As a follow-up to the article North Shore City works with surveyors to make TA e-certification tick in last month's Landwrap, below is a checklist for surveyors who want to send their surveys electronically to Territorial Authorities (TAs) for online certification:

  • Check with your TA that they are accepting electronic certifications before sending your survey through.
  • Confirm with the TA what other documentation they require and in what format
  • On the Manage Survey Transaction screen (see below), select the TA Certification tab:
    • check the Certification Required box
    • click the Certification button
    • select the Certificate(s) required to be signed
    • add them to the Package
    • complete the required fields for each Certificate (do not fill in the dates)
    • press the Tab key on your keyboard and read the Certificate preview
  • Ensure you add the TA's Resource Consent reference in the TA Reference field (note that TAs don't initially have the survey number in their systems so it's important to add this)
  • Check the Notify box
  • Click the Notify TA button, and
  • Save the Extract file to your computer.

You will receive an onscreen message that the TA has been notified

Manage Survey Transaction screen

The TA will receive an email advising them that you have electronically requested online certification of a survey. The TA will then complete the compliance process, certify the Certificate(s) and sign the Package(s).

Once the TA has completed the certification, you will be sent an email advising that the Certificate(s) has been completed and can be viewed as a Supporting Document of the e-survey dataset.

A notice is also included in the surveyor's Landonline Workspace "My Messages".

Are you using the e-survey best practice tools and tips?

The new self-help information in the e-survey section is ordered by the experience level of the surveyor – novice, experienced and advanced.

Spanning a wide range of topics, the best practice section includes the tips and hints full index.

The e-survey training resources section has all the links and background on training materials provided by LINZ such as the user guide, computer based training (CBT) DVD and the support available to surveyors.
